When Tim Hunter consumed the power source of the Green Lantern rings, he unleashed a great wave of energy that traveled across the entire universe. He turned this energy of science into fuel for magic. The resulting shockwave was like a cosmic EMP, rendering inert all forms of electricity and technology.
As such, the universe fell back into a great Dark Age as grand space-faring civilizations crumbled to dust. Whole peoples vanished from the stars. Earth was lucky in a way, still young in civilization and its people had not evolved beyond remembering how to survive off the land.
Still, the toll was taken. No electricity meant many things, no lights, no air conditioning, no communications. Machines rendered inert, no vehicles for transport, to farm, to distribute and to feed the masses. The world quickly fell into a grim struggle to survive the heat and starvation of this new desert planet.
But the pulse had only destroyed what it touched. Technology can be rebuilt, with great difficulty. Newly forged machines built after the Breaking, untouched by the pulse, can function. Newly created energy sources can produce electricity to power machines once more.
Ten years later, it is still extremely rare to encounter technology or energy in any large form. The Lantern Rings still have energy, which indicate that Tim Hunter and the source still exist somewhere. But, the greatest assemblage is on the east coast of America, where The Batman has applied his iron will and intellect towards the rebuilding. He has recovered some small amount of tech, rebuilding small power sources as civilization tries to slowly emerge from the dust of the broken world.
Roleplay Notes: This basically means that technology and power is still very rare. A character CAN have some, but should have a good story on how they found/invented the tech.
